If you are using adobe photoshop CS3 you can do it by opening the "animation" pallete. Or in earlier versions of photoshop its done in Image Ready....
Like the animated .gif in bebo skins like this for example: http://bebostation.com/skins/halo-3 was done using the "animation" pallete in photoshop.
After you done just "save for web" as a .gif
