i like making bebo skins, and i use paint.NET but would like to get abetter programme. any know of one?

Sure there is. In fact, when in doubt, go look in Wikipedia!

However, you should note that all programs as complicated as these (not Paint) have a steep learning curve, so it'll take TIME, and lots of it. Personally, I use GIMP 2.0 since it has the most functions that I know of and is still free.
