I'd highly recommend Photoshop. It's handy for making each image the correct memory size.
However if you don't have photoshop, skins can also be made in microsoft paint.

For me, the best paid software is Adobe Photoshop Elements. Alot cheaper ($39.99) than the more professional "CS" versions, it is a very capable program.
If you do not want to pay any money at all, then "The Gimp" is a free graphics manipulation program, that is by reputation excellent and is often ranked as being equal to Photoshop.
