You can actually download skins from Bebo themselves. Check out skins on your profile page and do a search for the type of skin you want. There are 21 pages to search through. Also you could try www.pimpmyskin.com
I know you want to make your own but check out what exists first.

Reply:I just make my bebo skins on paint its free and easy when you save it just make sure you save it as a JPEG
